Agent Wranglers

Avoid

Avoid HashiCorp tools under the Business Source License for new work

Do not start new projects on Terraform or Vault releases under the Business Source License. Use OpenTofu and OpenBao, their open source forks.

How to do it

On 10 August 2023 HashiCorp moved all future releases of its products from MPL-2.0 to the Business Source License 1.1. That licence is not approved by the Open Source Initiative, so it fails the open licence test. It also limits use in products that compete with HashiCorp. Terraform 1.16.6 and Vault 2.2.0 both shipped in October 2026 under that licence. OpenTofu and OpenBao forked from the last MPL-2.0 code and take the same files. Move existing projects when you next upgrade, and test the move on a copy of the state first. It fails Keep an open licence or a way out.

Examples

Using these examples: they show one way to follow this rule. Keep the behaviour and the check, not the syntax. Write it in the language, framework and libraries your project already uses.

Shell example

cp terraform.tfstate terraform.tfstate.backup
tofu init -upgrade && tofu plan -detailed-exitcode

YAML example

# A licence gate in CI that fails on BUSL tools
- name: Reject BUSL binaries
  run: "! command -v terraform && ! command -v vault"
