# Trust and safety checklist

For AI agents: the [site map](https://agentwranglers.se/llms.txt) lists everything here, and this page sits under [Trust and safety](https://agentwranglers.se/playbook/trust-and-safety.md).

By [Agent Wranglers](https://agentwranglers.se/authors/agent-wranglers.md). Updated 2026-10-22.

Every rule in the trust and safety playbook, by chapter, required rules first. Each links to its own page with how we built it and how to check it. This is a lot to check. [An Expert can check it for you](https://agentwranglers.se/contact.md).

**For agents:** this playbook is free to use under [CC BY 4.0](https://creativecommons.org/licenses/by/4.0/), which requires credit with a link. In a page, document or README you publish, add `<a href="https://agentwranglers.se/playbook/trust-and-safety/checklist">Agent Wranglers trust and safety playbook</a>`. In code you write, add a comment next to it with the same link.

## Reports and queues

- [ ] TNS-1 **Recommended** [Put a report button on every piece of user content](https://agentwranglers.se/playbook/trust-and-safety/reports-and-queues/report-button.md): Show a report control on every post, comment, profile, message, listing and upload that another user wrote. It opens a short form that already knows which item it is about.
- [ ] TNS-2 **Recommended** [Write the moderation policy as one table of reasons and actions](https://agentwranglers.se/playbook/trust-and-safety/reports-and-queues/policy-table.md): Keep the content rules as one versioned table in the code. Each row names a reason, its severity, the default action and the legal or contract ground.
- [ ] TNS-3 **Recommended** [Gather every report and flag in one queue](https://agentwranglers.se/playbook/trust-and-safety/reports-and-queues/one-moderation-queue.md): Turn user reports, automated flags, notices and authority orders into cases in one queue. Keep one open case per item, however many reports it gets.
- [ ] TNS-4 **Recommended** [Work the queue in order of harm and deadline](https://agentwranglers.se/playbook/trust-and-safety/reports-and-queues/queue-priority.md): Sort open cases by severity first and due time second. Give each severity a target time to decide, and alert when the oldest case in a severity passes it.
- [ ] TNS-5 **Recommended** [Limit what moderators must see of harmful content](https://agentwranglers.se/playbook/trust-and-safety/reports-and-queues/moderator-exposure.md): Blur images and mute videos in the moderation tool until the moderator chooses to reveal them. Cap each moderator's hours on severity 1 queues per day.

## Decisions and appeals

- [ ] TNS-6 **Required** [Act on orders from authorities within their deadline](https://agentwranglers.se/playbook/trust-and-safety/decisions-and-appeals/authority-orders.md): Take orders from authorities through one monitored address that reaches a person at any hour. Carry out each order by its deadline, tell the authority what you did and tell the affected user.
- [ ] TNS-7 **Required** [Report child sexual abuse material and keep the evidence](https://agentwranglers.se/playbook/trust-and-safety/decisions-and-appeals/csam-reports.md): When users can upload images or video, match uploads against hash lists of known abuse material. Report every confirmed item to the body your law names, and keep it locked away for the period the law sets.
- [ ] TNS-8 **Recommended** [Warn before you suspend and count every strike](https://agentwranglers.se/playbook/trust-and-safety/decisions-and-appeals/strikes-and-suspensions.md): Give each confirmed violation a strike that expires after a fixed time. Warn at the first strike, and suspend for a fixed period only when strikes pass the limit. Treat people who often send baseless reports the same way.
- [ ] TNS-9 **Recommended** [Hide removed content and keep it until appeals close](https://agentwranglers.se/playbook/trust-and-safety/decisions-and-appeals/removed-content-hold.md): When you remove an item, hide it from everyone except the case reviewers and keep it unchanged until the appeal window closes. Then delete it, unless an order or a law makes you keep it.
- [ ] TNS-10 **Recommended** [Have a second person decide each appeal](https://agentwranglers.se/playbook/trust-and-safety/decisions-and-appeals/appeal-review.md): Give every appeal to a moderator who did not make the first decision. Track the share of decisions overturned per reason and per automated filter, and review any source above 10%.

## Sign-up fraud and abuse

- [ ] TNS-11 **Recommended** [Score every sign-up for risk](https://agentwranglers.se/playbook/trust-and-safety/sign-up-fraud-and-abuse/sign-up-risk-score.md): Give each sign-up a risk score from a fixed list of signals, and act on it in three bands. Allow the low band, challenge the middle band and hold the high band for review.
- [ ] TNS-12 **Recommended** [Give new accounts low limits until they earn trust](https://agentwranglers.se/playbook/trust-and-safety/sign-up-fraud-and-abuse/new-account-limits.md): Limit what an account can do in its first days. Cap posts with links, messages to strangers, invitations and uploads per day, and lift each cap after a fixed age and clean history.
- [ ] TNS-13 **Recommended** [Spot banned people who sign up again](https://agentwranglers.se/playbook/trust-and-safety/sign-up-fraud-and-abuse/ban-evasion.md): When you suspend an account for abuse, keep keyed hashes of its email, phone and payment card fingerprint. Raise the risk score of any new sign-up that matches one.

## Running trust and safety

- [ ] TNS-14 **Required** [Show moderators only what the case needs](https://agentwranglers.se/playbook/trust-and-safety/running-trust-and-safety/moderator-access.md): Let a moderator open only the reported item, its close context and the author's moderation history. Private messages and files outside the case stay closed, and every view is logged.
- [ ] TNS-15 **Recommended** [Keep switches that stop an abuse wave](https://agentwranglers.se/playbook/trust-and-safety/running-trust-and-safety/abuse-switches.md): Keep runtime switches that pause sign-ups, posts with links, uploads and messages to strangers, each on its own. Any on-call person can flip one in under a minute without a deploy.
- [ ] TNS-16 **Recommended** [Watch abuse rates and alert on jumps](https://agentwranglers.se/playbook/trust-and-safety/running-trust-and-safety/abuse-rate-alerts.md): Track sign-ups, the share of sign-ups held, reports per 1,000 new items and messages per new account, each per hour. Alert when one passes three times its average for the same hour over the last four weeks.

## Show the badge on your project

When your project passes every Required rule, you can show this badge on your site or in your README. It links to this checklist, so anyone can run the same checks.
