Keep users informed
Tell users what is broken, what they can do and when the next update comes, on a status page hosted apart from the service.
How to do it
Use a status page on a separate host, such as a hosted status service. Post the first update within 30 minutes, and then at the promised times. Write plainly about the effect, not the cause.
How to check
Stop the main site on staging. The status page still loads. During the last incident, every update arrived by the promised time.
