Close the accounts of repeat infringers
Publish a repeat infringer policy with a fixed number of valid copyright strikes that closes an account, such as 3 in 12 months. Apply it every time the number is reached.
How to do it
Section 512(i) gives the shield only to a host that adopts such a policy, applies it and tells users about it. A policy that sits in the terms and is never applied does not count. Count only valid notices. A withdrawn notice, or a counter-notice that led to a restore, removes its strike. Use the same strike record as Warn before you suspend and count every strike. Watch for the same person signing up again, as Spot banned people who sign up again says.
How to check
A test account gets 3 valid notices within 12 months, and the account closes with a message to its owner. A withdrawn notice removes its strike. The terms page states the policy.
