Watch the service from outside
Watch the service from outside your own network, and alert a person when it stops answering.
How to do it
Point an outside monitor, such as UptimeRobot or Better Stack, at the health check and the home page every few minutes. Treat anything but 200 as down. Alert by email or phone, and host any status page somewhere else.
How to check
Stop the database on staging. The health check answers 503, and the monitor sends an alert within its interval.
