Measure a baseline before the first fix
In the first week, record the starting numbers in a dated file. Every later report states its numbers against them.
How to do it
Without a start value nobody can tell whether the takeover helped. Record the error rate and the 95th percentile response time of the busiest routes. Record the test count and line coverage, the build time, and the number of known vulnerable dependencies. Add the number of dependencies one or more major versions behind and the monthly hosting bill. Then a report can say the error rate went from 2.1% to 0.3%. Keep the file next to the system map.
How to check
A baseline file dated within 7 days of the handover holds each of the numbers listed above, with the command or dashboard that produced it.
