Transfer ownership only when the new owner accepts

Transfer ownership of an organisation only after the current owner proves who they are again and the new owner accepts.

How to do it

The current owner picks a member with a verified email. They confirm with a password or passkey, as ask again before changing how someone logs in says. The new owner gets a request that expires in 7 days. On acceptance, change both roles in one transaction. Keep the old owner as admin unless they chose to leave. Notify both people and every other owner. Ask the new owner to confirm the billing contact.

How to check

Start a transfer without fresh proof, and it is refused. Start it with proof. Roles stay the same until the new owner accepts, and then both people get a notice.
