Put long documents on a web page as well

Publish guides, reports and terms as web pages first. Offer the PDF as an extra download, not as the only copy.

How to do it

A web page reflows on a phone, follows the reader's text size and works with every screen reader. A PDF does few of these, even when tagged. Keep PDF for things people print, sign or file, such as invoices and contracts. Tag each one as Publish tagged PDFs that pass PDF/UA says. Link each PDF with its file type and size, such as "Annual report (PDF, 2 MB)", so nobody opens it by surprise.

How to check

A crawl lists every link to a .pdf file. Each one either sits next to a link to the same content as a web page, or is on a kept list of print-only documents. Every PDF link text names the file type.
