# Name a representative when you serve the EU from outside

By Erik Bergstedt, Agent Wranglers. Updated 2026-10-20.

- Level: Required
- Chapter: [Scope and ownership](https://agentwranglers.se/playbook/compliance/scope-and-ownership)
- Rule: If you have no EU office but offer goods or services to people in the EU, appoint an EU representative in writing. GDPR Article 27 requires it.
- How: The duty has a narrow exception for occasional, low-risk processing without special categories. A UK business with EU customers, or a US one, usually needs a representative. AI Act Articles 22 and 54 add one more. A provider outside the EU of a high-risk AI system or a general-purpose AI model needs an authorised representative. Name each one in the privacy policy and in the register.
- Check: The facts file lists no EU office and an EU market. Then the register check fails without an `eu_representative` entry with name and address. The privacy policy must contain that name.
