# Know when you become a model provider

By Erik Bergstedt, Agent Wranglers. Updated 2026-10-20.

- Level: Required
- Chapter: [AI Act](https://agentwranglers.se/playbook/compliance/ai-act)
- Rule: Record whether you provide a general-purpose AI model, including by changing someone else's model substantially, and meet the Article 53 duties if you do.
- How: The duties for general-purpose AI models have applied since 2 August 2025. They cover technical documentation, information for the companies that build on the model, a copyright policy and a public summary of the training content. Models placed on the market before that date must comply by 2 August 2027. Calling a vendor's model through an API does not make you a model provider. The Commission's July 2025 guidelines presume that fine-tuning becomes a new model when it uses more than a third of the original training compute. Keep the vendor's model documentation either way, because your own system's duties rely on it.
- Check: The register holds a `gpai_provider` decision with a date for every model you train or fine-tune. Each one with a yes links its technical documentation, copyright policy and published training summary.
