# Check that it solves a named problem

- Rule: Every change must solve a problem someone can name, or add clear value to the codebase. Code without a reason is cost without return.
- How: Find the issue, the bug report or the user need behind the change. Write it in one sentence. If nobody can name the problem, question the change before reviewing its details.
- Check: The review answers question 0 with the problem in one sentence and why the change solves it.
